Late Dr Hem Chandra Baruah, born in, 1890 at Nagsankar (Jamuguri) obtained his MB from Govt. Medical College, Calcutta. Dr. Baruah was the first Principal of Assam Medical College and served this institution for two different period. He was the Honorary Professor of SPM. He left Assam Medical College in November 1955.

Late Dr G D Kapur, MBBS, MSC, MS, FRCS, FICS born in 1890 at Hafizabad in pre partitioned Punjab, Dr. Kapur graduated in medical in 1913 from K. E. Medical College, Lahore. He also served in the first World War (19-16-19). Subsequently he joined in the Lahore Medical College, first as demonstrator of Anatomy and later as Asst. Professor of Surgery. After partition Dr. Kapur Came to Delhi in 1948 joined the ACM as Head of the Deptt. of Surgery and became Principal cum Supdt. in 1949. He retired in 1952.

Late Dr R Labhya, BSC, MF, DO (Oxford), DOMS (Lond). Born at Peswawar of undivided India, Dr Labhya graduated form Lahore Medical College. He served in Punjab State Service and later joined the first World War as captain. On return from Europe after obtaining DO (Oxon) and DOMS (London) he joined the Medical College, Lahore in the deptt. of Ophthalmology as a Professor. He migrated to India after partition and joined as Prof of Ophthalmology on the later part of 1948. While a Prof he was the Hon Supdt of AMCH of Town Wing (ENT, EYE and M&G section) till 1954.

Late Dr B N Banerjee, BScMB, FRCS (Eng). He was born on 20th Sept 1900 in Hoogly district, graduated from Calcutta Medical College in 1926 topping the List. He served in the Departments of Physiology and finaly tookup surgery and obtained FRCS form England in 1937. On his return he joined Darbhanga Medical Institute and become Professor in 1946 and then Principal in 1952. After retirement he joined the Assam Medical College as Principal-cum-Supdt and head of the Department of Surgery. He passed away on 14th August, 1959.

Late Dr S N Sharma MB DLO (Lond) FRCS (Edin) FICS. Born in 1st January 1981 at Palashbari, Kamrup, Assam. He graduated from Calcutta Medical College in 1941. He served as Assistant Surgeon in Assam form 1942-45. During this period he joined as Medical Officer (Porter Corps at steel well Road) along with Military operation in Kohima. He joined Assam Medical College as Asst. Professor on ENT and Surgery in the Assam Medical College became Professor in 1950 and Principal-cum-Supdt. in 1958. In 1961 he was transferred to Gauhati Medical College.

Late Dr P N Baruah, BSc, MB, LM, DGO LRCS, FRCS (Glasg). Dr Baruah graduated form Calcutta Medical College and left for UK for post graduate studies. On return from UK he joined as Chief Medical Officer in Mobund Tea Co. Ltd, Jorhat. He joined in the Assam Medical college as Asst. Professor of Surgery. He became Professor of Clinical Surgery in 1952 and became the head of the Department in 1959. He became Principal in 1961. He retired form Assam Medical College on 16th December 1962.

Late Dr M N Bhattacharyya, BA (CAL), MB (CAL) MRCP, FCCP. He graduated form Calcutta Medical College in 1946. He joined as Asst Professor of Pharmacology, Assam Medical College and subsequently shifted to Clinical Medicine. he became Professor of Medicine in 1954. He was Principal of Assam Medical College from 1962 to 1962 till his retirement.

Late Dr Nekibuz Zaman, MBBS, FRCS, FACS PADMASHREE. Born on 1929 at Morigaon, Assam, Dr N Zaman graduated from Assam Medical College securing first position in the University. He was the best graduate form the pioneer batch of Assam Medical College. He went to England for higher studies and obtained FRCS form London and Edinburgh in 1957. He Joined as Registrar of Surgery in AMCH in 1953 adn promoted to Asstt Professor in 1958.

Dr B M Goswami, MBBS, FRCP, FCCP, FICA, FIAMS. Born in 1932 in a village Naptipara in Nalbari District, Assam, Dr Goswami graduated form Assam Medical College in 1955 securing fifth position in order of merit. He obtained MD Degree in Medicine from K G Medical College, Lucknow, and passed MRCP from Edinburg in 1960. He achieved FRCP in 1970, FCCP in 1972, FICA in 1973 and Fiams in 1983. He worked as an Asstt Professor of Medicine from 1960 to 1963 in AMC and as Professor of Medicine from 1963 to 1990. During this period he served as Principal and Superintendent in 3 Medical Colleges of Assam.

Dr M A Choudhury, MBBS, FRCS, FFAIMS, FIAMS, FCCP (29-06-85 to 31-03-88). Dr Choudhury born on Aprinl, 1930 at Hailakandi, Assam, graduated from Assam Medical College, in 1954 securing 3rd position in merit list. He obtained FRCS from Edinburg in 1060. He joined as Resident Surgeon in the Deptt of Surgery, AMC in 1957 and promoted to asstt Professor of Surgery in 1961 and subsequently to Professor in 1962. He became Head of the Department and Vice Principal in 1985. He took the charge of Principal in 1986 till his retirement on 31st March, 1988.

Dr. Baruah, born on 15th November, 1936 at Chowkidingee, at Dibrugarh obtained graduation from Assam Medical College in 1995 securing 1st position in the University. He joined as Registrar of Medicine in Assam Medical College in 1960 and proceeded to England for higher studies in 1962. On his return he joined as Asstt Professor of Medicine in Gauhati Medical College and became Professor Medicine in 1976 at Assam Medical College. He became Head of the Department of Medicine, AMC in 1986 and joined as Principal-cum-Chief Superintendent, AMC in 1988. In 1990 he was transferred to Gauhati Medical College as Principal and again in 1992 he took over the charge of Principal of AMC till his untimely death on November 24, 1994.

Dr (Mrs) Deepali Dutta, MBBS, MRCP FRGPsyche, DIP, MWPA, FIPS, MJF, Mohila Shiromoni. Dr Dutta graduated from Assam Medical College on and obtained MRCP, FRC PSYCHE. She served a Principal-cum-Chief Superintendent, AMCH from 1990 to 1992. She was elected President of Indian Psychiatric Society. She was awarded Mohila Shiromoni in 1990-91 by the Government of India.

Late Dr B Das, MBBS, MD, FIAMS. Dr Das obtained his graduation from Assam Medical College in 1963 and served as demonstrator of Pharmacology in AMC from 1965 to 1968. He then joined as registrar of Medicine in 1968 and got MD in General Medicine from AMC in 1971. he went for Post Doctoral training in Cardiology in the University of London for 2 years. On his return he became Asstt. Professor and subsequently Professor and Head of the Deptt. of Cardiology. He was appointed as Principal-cum-Chief Superintendent of Silchar Medical College in March 1994 and joined as Principal-cum-Chief Superintendent of AMC in November 1994. He retired on February 1997. He passed away on 25-09-2005.

Late Dr Gonesh Chandra Baruah, MBBS, MD. Born on 1942, at Mathiashiga, Sibsagar. Dr Baruah graduated from Assam Medical College on 1965 and joined in the Department of Biochemistry as Demonstrator in 1966. Subsequently he is promoted to the rank of Assistant Professor of Biochemistry, in 1973 after he obtained MD Degree in 1971. He is trained as WHO Fellow in UK and Denmark. He became Associate Professor in 1979 and Professor of Biochemistry, Assam Medical College in 1986. he worked as the Vice Principal, AMC from 1994 and became Principal-cum-Chief Superintendent in March 1997. He passed away on 21-02-2005.

Dr Nandita Choudhury MBBS, MD, DM. Dr Nandita Choudhury was born on 1946 in Chamota village, few kilometers away form Nalbari. She graduated from Gauhati Medical College in 1967. She obtained DM in Nephrology in PGI, Chandigarh. She was working as Register of Medicine in GMC. She become Assistant Professor and further in 1985 reach the psition of Associate Professor. She went to Guys Hospital, London for advanced training in nephrology. Sherved as Professor and HOD Nephrology in 1990-2002. From 2002 to 2004, she worked as Nephrology Head and administrative services in the post of Principal-cum-Chief Superintendent of AMCH.

Dr Taufiqur Rahman Borbora was born 20th August 1948 at AOC Hospital Digboi. He graduated from Assam Medical College in the year 1970. He joined as Registrar of Radiology AMC in December 1973 and during this period, he completed DMRD and MD Radiology. He served as a Assistant Professor from 1978-87 and as Associated Professor till 1991 at AMC and then promoted and transferred to Silchar Medical College as Professor and Head of the Department of Radiology. His first innings as a Principal-cum-Chief Superintendent of AMC from 1st Oct. 2004 to 2nd July 2005. Then he become Principal-cum-Chief Superintendent in Fakhruddin Ali Ahmed Medical College, Borpeta. He again returned back to AMC as Principal-cum-Chief Superintendent on 25th May 2007 and remained as Principal upto 2010.

Dr Debojit Hazarika was born on 1st December 1953. He did his Post graduate degree in Radiology in 1981. He joined as Registrar in 1979 in AMC and got promotion as Assistant Professor in 1983 to GMC. In 1993 he became Associate Professor and in 1998 he was promoted to the post of Professor and Head of the Radiology in AMC. On 22nd July 2005 he served AMC as Principal-cum-Chief Superintendent till 24th June 2007.

Dr Pranab Baruwa, MBBS, DTCD, MD, MNAMS, FICS. Dr Pranab Baruwa born to Late Babul Ch. Baruah and Late Smti Aruna Baruah on 4th January 1950 at Nagaon. Had schooling at Nagaon Govt. Boys Higher Secondary School and passed Higher Secondary Examination in 1966 in 1st Division. He Passed MBBS from Gauhati Medical College, under Gauhati University in 1971, DTCD from V.P Chest Institute under Delhi University in 1975, MD in TB & Chest Diseases from Institute of Medical Sciences under BHU, Varanasi in 1981, passed the Membership Examination in Respiratory Medicine conducted by National Medical Board, New Delhi in 1982. Dr Baruwa Joined Medical College Service, Assam in 1982 and served in all the 3 (three) Medical Colleges in Assam in various capacities. i. As Assistant Professor w.e.f 20-10-1982 to 17-11-1987, ii. As Associate Professor w.e.f 18-11-1987 to 08-03-1992, iii. As Professor w.e.f 09-03-1992 to 01-01-1995, iv. As Professor & HOD w.e.f 01-01-1995 to 02-11-2010.He entrusted with the additional responsibilities of Principal-cum-Chief Superintendent of Tezpur Medical College, Tezpur from 8th August 2005 to 02-11-2010. Serving as Principal-cum-Chief Superintendent of Assam Medical College & Hospital, Dibrugarh since 03-11-2010.

Dr Atindra Kumar Adhikari, MD (Med), PD Tr Cardiology (AIIMS). Dr Atindra Kumar Adhikari passed his MBBS from Gauhati Medical College in December, 1975 and did his MD (Medicine) from Gauhati Medical College in 1980. He had undergone Post Doctoral training in Cardiology form All India Institute of Medical Science in 1986-1987. He started his career as Registrar (Medical) in Julay 1979 and secured the Medical Colleges of Assam in different capacities. Presently serving as Principal cum Chief Superintendent of Assam Medical College, Dibrugarh.

Assam Medical College and Hospital is located at Barbari, Dibrugarh, PIN- 786002.

The hospital has a total of 1365 beds (including Emergency Ward). There are 377 doctors (excluding Jr. Residents).

ENQUIRY AND INFORMATION ABOUT ASSAM MEDICAL COLLEGE & HOSPITAL, DIBRUGARH

Central Enquiry & Registration office is located in the old OPD Complex Registration Counters, Enquiry counters and help desk are available. Twenty Four hour pharmacy and Medical Record are stationed at the Casualty Department. Website - www.assammedicalcollege.in.

Indoor Services

Patients should register themselves with the Medical Record Department at registration counter. This entitles them for doctors consultations, certain basic investigations, life saving medicines and surgical items, diet, linen, I.V. fluids etc. common drugs/ medication are available with the Central Medical Store’s & Dispensary.

All in-patients receive treatment by team of Doctors and Nurses, available round the clock, under the supervision and guidance of respective departments of ASSAM MEDICAL COLLEGE & HOSPITAL, DIBRUGARH.

Hospital Attendants are available in different wards to help in patient care and related activities.

Indoor services have portable X-ray machines, ECG services, Generator back up, emergency lights etc.

Waste disposal is done as per the established rules (Biomedical waste management and handling rules) and utmost care is taken to keep the premises neat and clean. The Biomedical Waste Management Committee looks after the proper functioning of the BMW. Every inpatient is provided with one attendant pass. The visitors are allowed only during notified visiting hours i.e. 5:00 AM to 7:00 AM ,12:00 Noon to 2:00 PM and 5:00 PM to 6:00 PM.

Special Investigations like USG, CT, MRI other medical investigations are charged as per the rates approved by Government of Assam and revised from time to time. For very poor patients having BPL card, on recommendation of treating Doctor, the hospital charges are waived by concerned authority and drugs/surgical items are provided by the hospital. You may contact Hospital Superintendent in this regard. Bed linen is changed at the time of admission, thereafter charged whenever required. Food is served three times a day under supervision of dietician along with tea in the morning. Short Admissions requiring stay for less than 24 hours are done for minor illness/some investigations/Interventions. Day care facility is available for certain types of operations and blood transfusion, endoscopies and similar interventions.

Operation Theaters

The institute has 12 Nos of fully equipped modern Air-conditioned of Operation Theatres, where all kinds of major and minor surgeries are performed. One of the major development is the establishment of Cathlab & open heart surgery facilities in AMC, Dibrugarh. For routine surgeries, the respective departments maintain waiting list. Patients are called and operated upon as per the waiting list. But, in case of emergencies/urgencies, the out of turn surgeries are also performed, at the discretion of the treating doctors and patients condition.

ICUs

The hospital has ICU to provide advance ICU care. The facility of ICCU, ICU, PICU, NICU are available in the AMC premises. Sufficient beds as per norms are available with adequate man power to provide best of services.

24 hour Laboratory service is available throughout the year for all emergency Biochemical, Microbiological, Pathological investigations. The time for collecting samples from indoor/outdoor patients is between 8 A.M to 2 P.M. During this period the samples are collected by the laboratory technicians posted in the Central Collection Centre for the purpose. For the rest of the time between 2 P.M to 8 A.M, samples are collected by the Technician/ trainees under supervision on duty in their respective wards or Advanced Clinical Biochemistry Laboratory.

All type of routine and special investigations incl. Biochemical, Microbiological, Pathology and immunological studies are done at ASSAM MEDICAL COLLEGE & HOSPITAL, DIBRUGARH.

Establishment of BSL-3 Laboratory and Virology Laboratory with financial help from Dept, of Biotechnology (DBT), GOVT. Of India.

Establishment of Multidisciplinary Research Laboratory with financial support from Indian Council of Medical Research (ICMR) of Rs 6 cores which was inaugurated on 11thMay/2013 by Dr. V. M. Katoch, Director General ICMR. Today This Laboratory is not only working as hub for research activities in AMCH but also initiate dissemination of knowledge among young medical faculties and PG students by organizing various workshops . This Laboratory is also equipped with 2 Research scientists and few Lab technicians giving their services in various medical research fields.

Dept, of Microbiology attained a significant milestone by getting certificate of accreditation from National Accreditation Board for Laboratory Testing and Calibration (NABL). In public sector, AMCH is the second institute in India to get this certificate (first one being the Post Graduate Institute of Medical Education and Research, Chandigarh).

Blood Bank

ASSAM MEDICAL COLLEGE & HOSPITAL, DIBRUGARH has a State-of-the-Art- Model Blood Bank that functions 24 hours a day and provides facilities for blood donation, storage and issue of blood. If your patient requires blood transfusions, then you are requested to arrange healthy blood donors for donating blood in order to reduce shortfall in shortage of blood. Blood donation camps are held from time to time with help from NGOs.

Miscellaneous Facilities

Ambulance facility is available to transfer patients from ward to ward.

Casualty and Emergency Services LOCATION

Casualty is close to the gate of campus of AMC in the ground floor of Emergency Block. Signage is present to mark the location. These services are available 24 hour a day. Anyone with urgent medical problem can seek consultation/treatment in the Casualty after 2 P.M. Emergency/Casualty ward including 25 beds to admit patients who require observation are equipped with modern gadgets & equipments e.g. monitors, defibrillators, nebulizers; O2 suction.

If Doctors decide that you need urgent medical intervention, you will be registered at the casualty registration counter and proper medical care will be provided promptly. Casualty has dedicated team of Doctors (Casualty Medical Officers from major specialties i.e. Medicine, Surgery, Orthopedics & Pediatrics) and Junior Residents, Nurses, Paramedics etc. to provide urgent medical services.

We endeavor to provide medical care (incl. Investigation & treatment) at the earliest possible time. However, in view of extreme workload in casualty those cases that are not so urgent may have to wait for some time. The treating doctors will call any specialist/super-specialist, who is available on call for urgent consultation as and when required.In serious cases treatment/management gets priority over paper work like Registration/Medico-Legal requirements.

All emergency investigations like Blood Biochemistry, ECG, USG, X-ray, CT Scan, MRI etc. are available for patients attending casualty.

Facilities like Wheel Chairs & patient trolleys are available at the entrance of the casualty.

Complaints and Grievances

There may be occasions when our services are not up to your expectations. Please do not hesitate to register your complaints. It will only help us to serve you better. You may lodge your complaints to the Hospital Superintendent. Every complaint will be duly acknowledged and sincere attempt will be made to solve your problem.

Out Patient Department(OPD) Services

Out Patients are consulted at the OPD complex in the main hospital building. OPD Timings: 8:00 am to 2:00 pm.

OPD Card costing Rs. 5/- can be purchased from main counter, OPD ground floor. After this, you should get yourself registered at the counter of respective OPDs. Patients are seen on first come first serve basis. However, out of turn consultation may be provided in case of emergency or to senior citizens.

Investigations: After OPD consultation, the treating doctor will fill up the requisition forms for various investigations & direct/guide you to the concerned lab /dept. Sample collection centre for Blood, Urine, Stool etc. – are done at Central Collection Centre near ART Centre.

Patients should deposit the money for investigation only at the designated hospital Cash counters and should obtain the proper receipt.

Due to heavy work load, waiting period exists for certain investigations like CT, USG, MRI etc. Patients are given future dates by the concerned departments. However, these may be done out of turn in urgent situations, on recommendation of the treating doctor.

Many facilities are provided at OPD level e.g. ECG, Plaster, Injection and Immunization, Contraception and MTP Services, Minor Surgical Intervention, Endoscopy etc.

The decision to admit a patient rests with the treating doctor. The patient will be admitted only if a vacant bed is available. But, in case of emergency, out of turn admission may be done.

Wheel chairs, patient trolleys etc. are available free of charge at the entrance of OPD. OPDs have respective waiting hall with chairs.

You should park your vehicle in the designated parking only.

To meet day-to-day needs of patients, there is canteen. For the physically disabled, there is provision of ramp in the hospital building, on request in the reception counter, wheel chair shall be made available.

Responsibilities of Users

The success of this charter depends on the support we receive from our users.

  • Please try to appreciate the various constraints under which the hospital is functioning. On an average, more than 1300 patients attend the OPD & 220 patients are admitted daily.
  • Please obey the rules and regulations inside the hospital premises.
  • Please do not cause inconvenience to other patients by crowding or making noise unnecessarily.
  • Please help us in keeping the hospital and its surroundings neat and clean.
  • Please don't argue with security guards, show your passes when asked for & help in maintaining the order and peace inside the hospital premises.
  • Please use the facilities of this hospital with care and do not damage/ spoil hospital property.
  • Beware of Touts & unauthorized persons. Don't indulge in any money transactions with them.
  • The Hospital is a No Smoking and No Tobacco Zone. Please don't use any tobacco product inside hospital.
  • Please do not chew betel-nut and spit inside the hospital campus.

Medical Council of India Notification

New Delhi, the 3rd August, 2009

No. MCI-34(1)/2009-Med./25453, In exercise of the powers conferred by Section 33 of the Indian Medical Council Act, 1956 (102 of 1956) the Medical Council of India with the previous sanction of the Central Government hereby makes the following Regulations, namely:-

  • Short title, commencement and applicability
    • These Regulations may be called the Medical Council of India (Prevention and Prohibition of Ragging in Medical Colleges/Institutions) Regulations, 2009.
    • They shall come into force on the date of their publication in the Official Gazette.
  • Objective

    To root out ragging in all its forms from medical colleges/institutions in the country by prohibiting it by law, preventing its occurrence by following the provisions of these Regulations and punishing those who indulge in ragging as provided for in these Regulations and the appropriate law in force.

  • Definitions:- For the purposes of these Regulations:-
    • 3.1“Medical College” means an institution, whether known as such or by any other name, which provides for a programme, beyond 12 years of schooling, for obtaining recognized MBBS qualification from a university and which, in accordance with the rules and regulations of such university, is recognized as competent to provide for such programmes of study and present students undergoing such programmes of study for the examination for the award of recognized MBBS/PG Degree/Diploma qualifications.
    • 3.2“Head of the institution” means the Dean/Principal/Director of the concerned medical college/institution.
    • 3.3Ragging” includes the following:

      Any conduct whether by words spoken or written or by an act which has the effect of harassing, teasing, treating or handling with rudeness any other student, indulging in rowdy or undisciplined activities which causes or is likely to cause annoyance, hardship or psychological harm or to raise fear or apprehension thereof in a fresher or a junior student or asking the students to do any act or perform something which such student will not in the ordinary course and which has the effect of causing or generating a sense of shame or embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student.
    • 3.4MCI means MCI constituted in terms of Section 3 of Indian Medical Council Act, 1956.
    • 3.5“University” means a university established or incorporated by or under a Central Act, a Provincial Act or a State Act, an institution deemed to be university under Section 3 of the UGC Act,1956, or an institution specially empowered by an Act of Parliament to confer or grant degrees.
  • Punishable ingredients of Ragging:-
    • Abetment to ragging;
    • Criminal conspiracy to rag;
    • Unlawful assembly and rioting while ragging;
    • Public nuisance created during ragging;
    • Violation of decency and morals through ragging;
    • Injury to body, causing hurt or grievous hurt;
    • Wrongful restraint;
    • Wrongful confinement;
    • Use of criminal force;
    • Assault as well as sexual offences or even unnatural offences;
    • Extortion;
    • Criminal trespass;
    • Offences against property;
    • Criminal intimidation;
    • Attempts to commit any or all of the above mentioned offences against the victim(s);
    • Physical or psychological humiliation.
    • All other offences following from the definition of “Ragging”.
  • Punishable ingredients of Ragging:-
    • 5.1The Medical College/Institution / University shall strictly observe the provisions of the Act of the Central Government and the State Governments, if any, or if enacted and / or for the time being in force, considering ragging as a cognizable offence under the law at par with rape and other atrocities against women and ill-treatment of persons belonging to the SC/ST and prohibiting ragging in all its forms in all institutions.
    • 5.2Ragging in all its forms shall be totally banned in the entire Medical College/Institution / University including its departments, constituent units, all its premises (academic, residential, sports, canteen, etc) whether located within the campus or outside and in all means of transportation of students whether public or private.
    • 5.3The Medical College/Institution / University shall take strict action against those found guilty of ragging and/or of abetting ragging.
  • Measures for prevention of ragging at the institution level:-
    • 6.1Before admissions:-
      • 6.1.1The advertisement for admissions shall clearly mention that ragging is totally banned / prohibited in the Medical College/Institution and anyone found guilty of ragging and/or abetting ragging is liable to be punished appropriately.
      • 6.1.2The brochure of admission/instruction booklet for candidates shall print in block letters these Regulations in full (including Annexures).
      • 6.1.3The ‘Prospectus’ and other admission related documents shall incorporate all directions of the Hon’ble Supreme Court and /or the Central or State Governments as applicable, so that the candidates and their parents/ guardians are sensitized in respect of the prohibition and consequences of ragging.
      • 6.1.4A Brochure or booklet/leaflet shall be distributed to each student at the beginning of each academic session for obtaining undertaking not to indulge or abet ragging and shall contain the blueprint of prevention and methods of redress. The application form for admission/ enrolment shall have a printed undertaking, preferably both in English/Hindi and in one of the regional languages known to the institution and the applicant (English version given in Annexure I, Part I), to be filled up and signed by the candidate to the effect that he/she is aware of the law regarding prohibition of ragging as well as the punishments, and to the effect that he/she has not been expelled and/or debarred from admission by any institution and that he/she, if found guilty of the offence of ragging and/or abetting ragging, is liable to be punished appropriately.
      • 6.1.5The application form shall also contain a printed undertaking, preferably both in English/Hindi and in one of the regional languages known to the institution and the parent/ guardian (English version given in Annexure I, Part II), to be signed by the parent/ guardian of the applicant to the effect that he/ she is also aware of the law in this regard and agrees to abide by the punishment meted out to his/ her ward in case the latter is found guilty of ragging and/or abetting ragging. A database shall be created out of affidavits affirmed by each student and his/her parents/guardians stored electronically, and shall contain the details of each student. The database shall also function as a record of ragging complaints received.
      • 6.1.6The application for admission shall be accompanied by a document in the form of the School Leaving Certificate/transfer certificate/migration certificate/ Character Certificate which shall include a report on the behavioral pattern of the applicant, so that the institution can thereafter keep intense watch upon a student who has a negative entry in this regard.
      • 6.1.7A student seeking admission to the hostel shall have to submit additional undertaking in the form of Annexure I (both Parts) along with his/ her application for hostel accommodation.
      • 6.1.8At the commencement of the academic session the Head of the Institution shall convene and address a meeting of various functionaries/agencies, like Wardens, representatives of students, parents/ guardians, faculty, district administration including police, to discuss the measures to be taken to prevent ragging in the Institution and steps to be taken to identify the offenders and punish them suitably.
      • 6.1.9To make the community at large and the students in particular aware of the dehumanizing effect of ragging, and the approach of the institution towards those indulging in ragging, big posters (preferably multicolored with different colours for the provisions of law, punishments, etc.) shall be prominently displayed on all Notice Boards of all departments, hostels and other buildings as well as at vulnerable places. Some of such posters shall be of permanent nature in certain vulnerable places.
      • 6.1.10Apart from placing posters mentioned in sub-clause 6.1.9 above at strategic places, the Medical College/Institution shall undertake measures for extensive publicity against ragging by means of audio-visual aids, by holding counseling sessions, workshops, painting and design competitions among students and other methods as it deems fit.
      • 6.1.11The Medical College/Institution/University shall request the media to give adequate publicity to the law prohibiting ragging and the negative aspects of ragging and the institution’s resolve to ban ragging and punish those found guilty without fear or favour.
      • 6.1.12The Medical College/Institution/University shall identify, properly illuminate and man all vulnerable locations.
      • 6.1.13The Medical College/Institution/University shall tighten security in its premises, especially at the vulnerable places. If necessary, intense policing shall be resorted to at such points at odd hours during the early months of the academic session.
      • 6.1.14The Medical College/Institution/University shall utilize the vacation period before the start of the new academic year to launch wide publicity campaign against ragging through posters, leaflets. seminars, street plays, etc.
      • 6.1.15 The faculties/ departments/ units of the Medical College/Institution /University shall have induction arrangements (including those which anticipate, identify and plan to meet any special needs of any specific section of students) in place well in advance of the beginning of the academic year with a clear sense of the main aims and objectives of the induction process.

        The Principal or Head of the Institution/Department shall obtain an undertaking from every employee of the institution including teaching and non-teaching members of staff, contract labour employed in the premises either for running canteen or as watch and ward staff or for cleaning or maintenance of the buildings/lawns etc. that he/she would report promptly any case of ragging which comes to his/her notice. A provision shall be made in the service rules for issuing certificates of appreciation to such members of the staff who report ragging which will form port of their service record.
    • 6.2On admission:-
      • 6.2.1Every fresher admitted to the Medical College/Institution/University shall be given a printed leaflet detailing when and to whom he/she has to turn to for help and guidance for various purposes (including Wardens, Head of the institution, members of the anti-ragging committees, relevant district and police authorities), addresses and telephone numbers of such persons/authorities, etc., so that the fresher need not look up to the seniors for help in such matters and get indebted to them and start doing things, right or wrong, at their behest. Such a step will reduce the freshers’ dependence on their seniors.

        Every institution should engage or seek the assistance of professional counselors at the time of admissions to counsel `freshers' in order to prepare them for the life ahead, particularly for adjusting to the life in hostels.
      • 6.2.2The Medical College/Institution/University through the leaflet mentioned above shall explain to the new entrants the arrangements for their induction and orientation which promote efficient and effective means of integrating them fully as students.
      • 6.2.3The leaflet mentioned above shall also inform the freshers about their rights as bonafide students of the institution and clearly instructing them that they should desist from doing anything against their will even if ordered by the seniors, and that they have nothing to fear as the institution cares for them and shall not tolerate any atrocities against them.
      • 6.2.4The leaflet mentioned above shall contain a calendar of events and activities laid down by the institution to facilitate and complement familiarization of freshers with the academic environment of the institution.
      • 6.2.5The Medical College/Institution/University shall also organize joint sensitization programmes of ‘freshers’ and seniors. On the arrival of senior students after the first week or after the second week as the case may be, further orientation programmes must be scheduled as follows (i) joint sensitization programme and counseling of both 'freshers' and senior by a Professional counselor; (ii) joint orientation programme of 'freshers' and seniors to be addressed by the principal/Head of the institution, and the anti -ragging committee ; (iii) organization on a large scale of cultural, sports and other activities to provide a platform for the 'freshers' and seniors to interact in the presence of faculty members ; (iv) in the hostel, the warden should address all students; may request two junior colleagues from the college faculty to assist the warden by becoming resident tutors for a temporary duration.
      • 6.2.6Freshers shall be encouraged to report incidents of ragging, either as victims, or even as witnesses.
    • 6.3At the end of the academic year
      • 6.3.1At the end of every academic year the Dean/Principal/Director shall send a letter to the parents/guardians of the students who are completing the first year informing them about the law regarding ragging and the punishments, and appealing to them to impress upon their wards to desist from indulging in ragging when they come back at the beginning of the next academic session.
      • 6.3.2 At the end of every academic year the Medical College/Institution /University shall form a ‘Mentoring Cell’ consisting of Mentors for the succeeding academic year. There shall be as many levels or tiers of Mentors as the number of batches in the institution, at the rate of 1 Mentor for 6 freshers and 1 Mentor of a higher level for 6 Mentors of the lower level.

        Each batch of freshers should be divided into small groups and each such group shall be assigned to a member of the staff. Such staff member should interact individually with, each member of the group on a daily basis for ascertaining the problems/difficulties if any faced by the fresher in the institution and extending necessary help.

        In the case of freshers admitted to a hostel it shall be the responsibility of the teacher in charge of the group to coordinate with the warden of the hostel and to make surprise visits to the rooms in the hostel where the members of the group are lodged.
    • 6.4Setting up of Committees and their functions
      • 6.4.1The Anti-Ragging Committee:- Every institution shall have an Anti-Ragging Committee and an Anti -Ragging Squad. The Anti-Ragging Committee shall be headed by the Head of the institution and shall consist of representatives of civil and police administration, local media, Non Government Organizations involved in youth activities, faculty members, parents, students belonging to the freshers’ category as well as seniors and non-teaching staff. It shall monitor the Anti Ragging activities in the institution, consider the recommendations of the Anti-Ragging Squad and take appropriate decisions, including spelling out suitable punishments to those found guilty.
      • 6.4.2 The Anti-Ragging Squad:- The Anti-Ragging Squad shall be nominated by the Head of the institution with such representation as considered necessary and shall exclusively consist of members belonging to the various sections of the campus community. The Squad shall have vigil, oversight and patrolling functions. It shall be kept mobile, alert and active at all times and shall be empowered to inspect places of potential ragging and make surprise raids on hostels and other hot spots. The Squad shall investigate incidents of ragging and make recommendations to the Anti-Ragging Committee and shall work under the overall guidance of the Anti-Ragging Committee.

        All matters of discipline within teaching institutions must be resolved within the campus except those impinging on law and order or breach of peace or public tranquility, all of which should be dealt with under the penal laws of the land.

        University Monitoring Cell At the level of the University, we recommend that there should be a Monitoring Cell on Ragging, which should coordinate with the affiliated colleges and institutions under its domain. The Cell should call for reports from the Heads of institutions in regard to the activities of the Anti-Ragging Committee, Anti - Ragging Squads, Monitoring Cells at the level of the institution, the compliance with instructions on conducting orientation programmes, counseling sessions, the incidents of ragging, the problems faced by wardens or other officials. It should also keep itself abreast of the decisions of the District level Anti – Ragging Committee. This Monitoring Cell should also review the efforts made by institutions o publicize anti - ragging measures, soliciting of undertaking from parents and students each year to abstain from ragging activities or willingness to be penalized for violations; and should function as the prime mover for initiating action on the part of the appropriate authorities of the university for amending the Statutes or Ordinances or Bye -laws to facilitate the implementation of anti-ragging measures at the level of the institution
    • 6.5Setting up of Committees and their functions
      • 6.5.1The Annexures mentioned in 6.1.4, 6.1.5 and 6.1.7 of these Regulations shall be furnished at the beginning of each academic year by every student, that is, by freshers as well as seniors.
      • 6.5.2The Medical College/Institution /University shall arrange for regular and periodic psychological counseling and orientation for students (for freshers separately, as well as jointly with seniors) by professional counselors during the first three months of the new academic year. This shall be done at the institution and department/ course levels. Parents and teachers shall also be involved in such sessions.
      • 6.5.3 Full-time warden shall be appointed as per the eligibility criteria laid down for the post reflecting both the command and control aspects of maintaining discipline, as well as the softer skills of counseling and communicating with the youth outside the class-room situations. Wardens shall be accessible at all hours and shall be provided with mobile phones and the details of their telephone number must be widely publicized. Similarly, the telephone numbers of the other important functionaries - Heads of institutions, faculty members, members of the anti-ragging committees, district and sub-divisional authorities and state authorities where relevant, should also be widely disseminated for the needy to get in touch or seek help in emergencies. The institution shall review and suitably enhance the powers and perquisites of Wardens and authorities involved in curbing the menace of ragging.

        Futher the institutions shall provide necessary incentives for the post of full-time warden, so as to attract suitable candidates.
      • 6.5.4 Freshers shall be lodged in a separate hostel block, wherever possible, and where such facilities are not available, the college/institution shall ensure that seniors' access to freshers' accommodation is strictly monitored by wardens, security guards and college staff.

        As ragging takes place mostly in the hostels after the classes are over in the college, a round the clock vigil against ragging in the hostel premises shall be provided. It is seen, that college canteens and hostel messes are also places where ragging often takes place. The employers/employees of the canteens/mess shall be given necessary instructions to keep strict vigil and to report the incidents of ragging to the college authorities if any.

        The security personnel posted in hostels shall be under the direct control of the Wardens and assessed by them.
      • 6.5.5Private commercially managed lodges and hostels shall be registered with the local police authorities, and this shall be done necessarily on the recommendation of the Head of the institution. Local police, local administration and the institutional authorities shall ensure vigil on incidents that may come within the definition of ragging and shall be responsible for action in the event of ragging in such premises, just as they would be for incidents within the campus. Managements of such private hostels shall be responsible for action in the event of ragging in such premises, just as they would be for incidents within campuses.
      • 6.5.6Besides registering private hostels as stated above, the towns or cities where educational institutions are located should be apportioned as sectors among faculty members, as is being done by some institutions, so that they could maintain vigil and report any incidents of ragging outside campuses and en route while 'freshers' commute.
      • 6.5.7The Head of the institution shall take immediate action on receipt of the recommendations of the Ant-Ragging Squad. He/ She shall also take action suo motu if the circumstances so warrant.
      • 6.5.8Freshers who do not report the incidents of ragging either as victims or as witnesses shall also be punished suitably.
      • 6.5.9Anonymous random surveys shall be conducted across the 1st year batch of students (freshers) every fortnight during the first three months of the academic year to verify and cross-check whether the campus is indeed free of ragging or not. The institution may design its own methodology of conducting such surveys.
      • 6.5.10The burden of proof shall lie on the perpetrator of ragging and not on the victim.
      • 6.5.11 The institution shall file an FIR with the police / local authorities whenever a case of ragging is reported, but continue with its own enquiry and other measures without waiting for action on the part of the police/ local authorities. Remedial action shall be initiated and completed within the one week of the incident itself.
      • 6.5.12The Migration/Transfer Certificate issued to the student by the Medical College/Institution /University shall have an entry, apart from those relating to general conduct and behaviour, whether the student has been punished for the offence of committing or abetting ragging, or not, as also whether the student has displayed persistent violent or aggressive behaviour or any inclination to harm others.
      • 6.5.13Preventing or acting against ragging shall be the collective responsibility of all levels and sections of authorities or functionaries in the Medical College/Institution /University, including faculty, and not merely that of the specific body/ committee constituted for prevention of ragging.
      • 6.5.14 As such the college canteens and hostel messes are also places where ragging often takes place, hence the employers/employees of the canteens/mess shall be given necessary instructions to keep strict vigil and to report the incidents of ragging to the college authorities, if any.

        Further access to mobile phones and public phones shall be unrestricted in hostels and campuses, except in class-rooms, seminar halls, library etc. where jammers shall be installed to restrict the use of mobile phones.
    • 6.6Measures for encouraging healthy interaction between freshers and seniors
      • 6.6.1The Medical College/Institution /University shall set up appropriate committees including the course-in- charge, student advisor, Warden and some senior students to actively monitor, promote and regulate healthy interaction between the freshers and senior students.
      • 6.6.2Freshers’ welcome parties shall be organized in each department by the senior students and the faculty together soon after admissions, preferably within the first two weeks of the beginning of the academic session, for proper introduction to one another and where the talents of the freshers are brought out properly in the presence of the faculty, thus helping them to shed their inferiority complex, if any, and remove their inhibitions.
      • 6.6.3The Medical College/Institution /University shall enhance the student-faculty interaction by involving the students in all matters of the institution, except those relating to the actual processes of evaluation and of faculty appointments, so that the students shall feel that they are responsible partners in managing the affairs of the institution and consequently the credit due to the institution for good work/ performance is due to them as well.

    • 8.1At the Medical College/Institution level:

      Depending upon the nature and gravity of the offence as established by the Anti-Ragging Committee of the institution, the possible punishments for those found guilty of ragging at the institution level shall be any one or any combination of the following:

      • 8.1.5Debarring from representing the institution in any regional, national or international meet, tournament, youth festival, etc.
      • 8.1.6Suspension/ expulsion from the hostel.
      • 8.1.7Cancellation of admission.
      • 8.1.8Rustication from the institution for period ranging from 1 to 4 semesters.
      • 8.1.9Expulsion from the institution and consequent debarring from admission to any other institution for a specific period.
      • 8.1.10Fine of Rs. 25,000/- and Rs. 1 lakh.
      • 8.1.11Collective punishment: When the persons committing or abetting the crime of ragging are not identified, the institution shall resort to collective punishment.
    • 8.2Penal consequences for the heads of the institutions/administration of the institution who do not take timely steps in the prevention of ragging and punishing those who rag.

      The authorities of the institution particularly the Head of the institution, shall be responsible to ensure that no incident of ragging takes place in the institution. In case any incident of ragging takes place, the Head shall take prompt and appropriate action against the person (s) whose dereliction of duty lead to the incident. The authority designated to appoint the Head shall, in its turn, take prompt and appropriate action against the Head.

      In addition to penal consequences, departmental enquiries be initiated against such heads institutions / members of the administration / faculty members / non-teaching staff, who display an apathetic or insensitive attitude towards complaints of ragging.

    • 8.3At the MCI level
      • 8.3.1Impose an exemplary fine of Rs. 1 lakh for each incident of ragging payable by erring medical college/institution to such authority as may be designated by the appropriate Govt., as the case may be.
      • 8.3.2Declare the erring Medical College/Institution/University as not having the minimum academic standards and warning the potential candidates for admission at such institution through public notice and posing on the MCI website
      • 8.3.3Declare the erring Medical College/Institution/University to be ineligible for preferring any application u/s 10A of the Indian Medical Council Act, 1956 for a minimum period of one year, extendable by such quantum by the Council as would be commensurate with the wrong.
