The Department came into existence in 1947 as the Department of Hygiene and Public Health. Dr. Hem Chandra Baruah was the first teacher-in-charge of the Department. The growth of the Department in all dimensions viz. teaching, research, services and the culture of functioning with excellence was laid down by the WHO visiting Professor Dr Alex J Hogjer. Professor Dr. D N Phukan later became the Head of the Department. The Rural Health Training Centre at Chabua situated at a distance of 30 Kms from Dibrugarh came into existence during his tenure. Professor Phukan was subsequently succeeded by Prof. Dr. N. M. I. Rahman, Prof. Dr. F. U. Ahmed, Prof. Dr. Alak Barua and Prof. Dr. Ratna Sarma. At present, Prof. Dr. Rupali Baruah is the Head of the Department.

The Department has shifted to its present building in the year 2003.The MD course was started in September 1994 with the sanctioning of two numbers of seats for the course, subsequently the Post Graduate seat strength was increased to four in numbers from 2010. The MD course for all the four seats is recognized by the MCI. Till date (July, 2020), fifty one (51) numbers of students completed Post Graduation from the Department. At present, there are nine (9) Post Graduate students in the department.

The Department is also actively involved in providing health care services to the community through the Rural Health Training Centre at Chabua, ROME complex Khowang, Tengakhat PHC and in the urban areas of Dibrugarh through the Urban Health Centre, and via satellite clinics situated at Boga Baba Mazhar, Desari club, Subhashpally, and Youngster club. The staffs of the Department also attend to the public health emergencies and render help to the district health authorities from time to time. Field level monitoring and evaluation of different health and nutrition program in different district of Assam by all faculties as and when required. Public Health Emergency management by investigating any outbreak, giving recommendation and preparing protocol for managing any outbreak as and when required by faculties and interns.

The Model Rural Health Research Unit is being set up in the premises of RHTC with support from ICMR. RMRC (NE Region), Lahoal is the mentor institute for this pilot project with Prof. Dr. Rupali Baruah as the Nodal Officer.

Academic Activities

World Population Day celebrated on 11th July 2020 with an Essay Competition among all PGTs. The 1st prize was awarded to Dr. Bidyut Kr. Das, 2nd to Dr. Airin Buragohain, 3rd to Dr. Monuj Kurmi, 4th to Dr. Farhana Shaheen Hussain and consolation prizes to Dr. Angchuman Chetia and Dr. Ishan Phukan.
The Department conducted Training on Prevention and Control of COVID-19 pandemic in 5 districts of Upper Assam viz. Dibrugarh, Tinsukia, Dhemaji, Charaideo and Lakhimpur.
Supervisory visit by faculty members to Quarantine Centers of COVID-19 in Dibrugarh district.
IMNCI training was done for 3 batches of Doctors and Staff Nurse of different districts of Assam in collaboration with the departments of Obstetrics and Gynecology and Pediatrics, AMCH.
Training for SRS VA supervisors at Guwahati in January 2018 for doing Verbal autopsies.
12 batches of participants were trained in Verbal Autopsy of Maternal Deaths as part time enumerator of SRS under Census Office of GOI.
World AIDS Day celebrated on 1st December 2018 with a Wall Painting Competition on ‘AIDS Awareness’ among Under Graduate Students.
A one day Research Methodology Workshop for Faculty and Post Graduate students of Assam Medical College was conducted on 25th June, 2018 and CME credit hours were awarded to all participants.
A Quiz Competition under the aegis of IAPSM was held on 6th and 7th April 2018 among Under Graduate students on the theme of ‘Universal Health Coverage’ on the occasion of World Health Day.
3 days Orientation Programme on Geriatric Care for functionaries NPHCE organized by the department in collaboration with National Institute of Social Defence, New Delhi under Ministry of Social Justice and Empowerment, Govt. of India on 19-21st March, 2018.

IUCD Training was provided to one batch of GNMs and ANMs of Dibrugarh district in collaboration with the department of Obstetrics and Gynecology, AMCH.

Outbreak Investigations were carried out in AMC campus as well as in different districts.
Pulse Polio Monitoring in 2 districts of Upper Assam.
4 NCD Screening camps organized in the Tea Gardens of Dibrugarh.
42 Health Camps organized in 2 blocks of Dibrugarh district.
COVID-19 Screening Camp at Baghjan oil spill site.
Cancer Awareness Camp at ROME Programme, Khowang.
The department is a Coordinator of Network participating Institute (AMCH) for the ongoing project "Mortality in India Established through Verbal Autopsies" since November, 2017.
Maternal Death and Surveillance Response (MDSR) training and survey was conducted by faculties and PGTs in the districts of Dibrugarh, Tinsukia, Sivasagar, Charaideo, Dhemaji, Lakhimpur and Biswanath Chariali.
The department actively codes Verbal Autopsy Forms.
